Apa itu Eiffel Excellence Scholarship?

Eiffel Excellence Scholarship atau beasiswa Eiffel adalah program beasiswa yang diberikan pemerintah Prancis. Pada bulan Januari 1999, Ministry of Foreign and European Affairs meluncurkan Eiffel Excellence Scholarship Programme untuk mendukung pendidikan tinggi di Prancis dalam menarik minat mahasiswa asing, terutama dari negara berkembang. Tahun 2005, skema beasiswa diperluas dengan memberikan beasiswa untuk program doktor.

Saat ini Eiffel Excellence Scholarship menawarkan beasiswa dalam dua bentuk, yaitu :

- Program master

- Program doktor selama 10 bulan co-tutored/co-managed

Tujuan dari Eiffel Excellence Scholarship adalah memberikan kesempatan bagi perguruan tinggi di Prancis untuk mendidik calon pemimpin masa depan – sektor publik dan sektor private- sebagai calon pengambil keputusan dalam tiga bidang, yaitu sains, ekonomi – manajemen dan hukum – politik.

Tujuan kedua adalah untuk mencari mahasiswa asing dari negara-negara berkembang dengan prioritas Asia, Amerika Latin, Eropa Timur, Timur tengah dan anggota baru Uni Eropa. Bagi beasiswa program doktor, mahasiswa PhD dari negara maju juga berkesempatan untuk mendapatkan beasiswa ini.

Catatan : Informasi dibawah ini adalah untuk aplikasi tahun 2009. Untuk aplikasi tahun 2010, akan menyesuaikan seperlunya. Biasanya skema beasiswa tidak terlalu banyak berubah. Bagi yang ingin info lebih jauh, silakan baca dengan teliti info dibawah ini.

1/ Objectives of Eiffel programme

Eiffel excellence scholarships are awarded to high-achieving overseas students to whom French centres of higher education would like to offer a place on a Master’s or PhD course. The courses taken by these students in France ultimately target positions of responsibility in the public or private sector.

The French Ministry of Foreign and European Affairs gives priority to candidates from emerging countries (starting with Asia, Latin America, Eastern Europe, the Middle East and new members of the European Union), though the PhD scholarships also address students from industrialized countries.

Applications from students currently studying outside France will be given priority over those from students already studying in France.

2/ Areas of study covered by the Eiffel programme

Eiffel grants cover the following subject areas:

* Engineering sciences for the Master’s course, and sciences in a broader sense for the PhD course (engineering sciences, exact sciences (mathematics, physics, chemistry) life sciences, nano- and bio-technologies, earth and environment sciences, and information & communication sciences).
* Economics and management.
* Law and political science.

3/ Academic levels covered by the Eiffel programme

French centres of higher education putting forward candidates for Eiffel scholarships undertake to enrol successful applicants on one of the following types of course:

* Master’s course
* PhD course co-tutored or co-managed with partner higher education centre in the student’s country of origin

Candidates must not be aged over 30 for a Master’s scholarship (born after 01/01/1979) or over 35 for a PhD scholarship(born after 01/01/1974).

Catatan : Batasan umur biasanya 30 tahun untuk Master dan 35 tahun untuk PhD. Untuk batasan tanggal lahir, silakan dihitung sendiri untuk tiap tahun aplikasi. Keterangan diatas adalah untuk aplikasi tahun 2009. Untuk aplikasi tahun 2010 dan seterusnya, berarti menyesuaikan.

4/ Ineligibility factors

* French government grantholders: the Eiffel programme is not open to holders of other French government grants on other programmes, or grants from an organization financed wholly or partly by the French government or French territorial authorities, or welfare coverage grants
* The candidates already unsuccessfully presented: applications refused during a previous selection cannot be represented, even in case of different studies changes.
This ineligibility case applies only for the “Master” sector.
* Students targeting careers in education or research (for the master’s programme).
* Applicants not presented by a French centre (i.e. applications by students themselves, or submitted by a non-French centre)
* Duplicate applications, i.e. students proposed by more than one French centre.

Catatan : Perhatikan baik-baik keterangan diatas. Keterangan pertama sudah jelas bahwa si pelamar Eiffel Excellence Scholarship bukanlah penerima beasiswa Prancis. Keterangan kedua mengisyaratkan bahwa kalau kamu hanya bisa sekali mencoba apply beasiswa ini. Kalau kamu gagal, kamu tidak bisa coba lagi tahun depan. Batasan ini hanya berlaku untuk aplikasi program master. Untuk PhD? Tak masalah. Keterangan ketiga, beasiswa ini bukan untuk kamu yang ingin berkarir dibidang akademik dan riset (hanya untuk program Master). Sebenarnya ini ada trik khusus. Apa itu? Walaupun kamu punya rencana karir dibidang akademik dan riset, kamu perlu trik khusus dalam menulis aplikasi beasiswa. Kuncinya, jangan sekali-kali kamu menceritakan rencana karir kamu dibidang akademik dan riset. Tulis saja rencana karir lain, seperti jadi pejabat publik, konsultan, manajer perusahaan dan sebagainya. Keterangan keempat, aplikasi hanya boleh diajukan oleh institusi di Prancis, bukan kamu sendiri! Berari kamu harus meminta universitas atau grandes ecoles untuk mengajukan kamu sebagai kandidat beasiswa ini. Keterangan kelima, aplikasi yang lebih dari satu. Jadi, aplikasi kamu hanya bisa diajukan oleh satu institusi. Artinya, kamu harus memilih institusi mana yang akan kamu minta untuk mengajukan aplikasi beasiswa ini.

5/ Application procedure

Applications for Eiffel grants are submitted by French higher education centres from a shortlist of outstanding students they would like to enrol on their courses. Applications are not accepted from students themselves, or from non-French centres.
Centres submit applications on behalf of candidate students consistent with programme objectives, in accordance with instructions and guidelines issued by French Ministry of Foreign Affairs.

Catatan : Keterangan ini memperjelas bahwa aplikasi Eiffel Excellence Scholarship hanya boleh diajukan oleh institusi pendidikan di Prancis. Jadi, saat kamu baru mendaftar ke Universitas dan Grandes Ecoles di Prancis, pastikan kamu membuat kesan menarik sehingga mereka mau mengajukan kamu sebagai kandidat beasiswa. Jadi jelas bahwa yang dimaksud French centre adalah kampus di Prancis, yaitu universitas dan grandes ecoles.

6/ Selection procedure

Selection is performed by a commission made up of three specialist committees (one for each of the three subject areas covered by the programme). Committee members are not allowed to assess applications submitted by their own centres.

Committee members are not allowed to assess applications submitted by centres with which they have professional links.

Selection is to three criteria:

* Academic excellence of applicant, as attested by achievement to date (rated on a scale of 10 and weighted with a coefficient of 3).
* International policy of centre submitting application, operations addressing the geographical region in question, calibre of host unit, and suitability with regard to the application (rated on a scale of 5 and weighted to a coefficient of 3).
* Cooperation policy of French Ministry of Foreign and European Affairs, especially as regards the priorities set for different countries under the programme (rated on a scale of 5 and weighted to a coefficient of 1).

Note: Members of the Engineering Sciences Committee for the master’s programme use the scoring plan attached.

The commission assesses applications, rates them to these three criteria, and applies the weighting coefficients to produce a score out of 50. It then sets a pass mark and selects nominees to the following principles, on the basis of the number of grants available:

* At least seventy percent of the grants are awarded to the highest-scoring applicants (main list).
* The remainder go to higher education centres whose nominees scored above the pass mark but were not selected on the main list.

The commission then draws up and publishes the list of successful applicants

7/ Notification of results

The list of successful applicants will be published on-line (www.egide.asso.fr/eiffel).

Results will be notified to the heads of the higher education centres concerned.

The commission’s decision is final, and no discussion will be entertained regarding this decision or the reasons behind it.

8/ Schedule

The schedule for the 2009 Eiffel programme is as follows:

* Application forms available online: September 2008
* Applications to be submitted by Egide: 9 January 2009
* Results announced in week beginning 23 March 2009

Results are published in March to enable students to give the French offer full consideration along with any other offers they might have; the best students will often have competing proposals (including offers on funding their studies) from other countries.

Catatan : Durasi waktu diatas adalah untuk aplikasi tahun 2009. Untuk aplikasi tahun 2010, mestinya kamu sudah bisa download form aplikasi sejak September 2009. Lalu aplikasi tahun 2010 akan ditutup pada Januari 2010 dan hasilnya diumumkan Maret 2010.

Perhatikan baik-baik batas waktu tiap universitas dan grandes ecoles. Tiap institusi pendidikan di Prancis punya batas waktu masing-masing. Biasanya sekitar akhir November hingga akhir Desember. Mengapa? Mereka juga perlu menyiapkan administrasi semua berkas.

Lalu apa yang mesti dilakukan jika kamu berniat daftar dan memang masih di Indonesia?

1. Buka situs Eiffel sejak bulan September. Lalu mulai cari info ke tiap universitas. Pelajari baik-baik semua dokumen aplikasi. Sebagai catatan, untuk aplikasi tahun 2009, dokumennya seperti ini.

2. Coba cari bagian internasional atau departemen yang ingin kamu tuju. Tulis saja email kalau kamu tertarik untuk belajar disana dan ingin mendaftar beasiswa Eiffel. Lakukan prosedur ini sejak bulan Oktober atau November.

3. Jika kamu diterima oleh universitas dan dinyatakan berhak untuk mengajukan beasiswa Eiffel, segera lengkapi semua berkas untuk aplikasi beasiswa. Sekali lagi, perhatikan batas waktu tiap universitas. Jangan telat ya…. Kan kamu yang butuh beasiswa, bukan mereka, hehehe

9/ Duration of Eiffel scholarship

Master’s course : The Eiffel scholarship is awarded for the duration of the course culminating in the qualification specified in the application, provided the student fulfils the academic requirements of each year.

Upon request by the French host centre, Eiffel scholarship allowances for non-French-speaking students may be extended to cover preliminary French language training of up to one year.

The centre submitting the application must clearly state the overall programme duration, including any compulsory practical courses or internships in France or elsewhere.

PhD course: The Eiffel scholarship is awarded for a maximum of ten months, with no additional language training period for scientific or economic disciplines.

Upon request of the host centre, law and political science students may take French language classes at the same time as their course. And if agreed by the selection committee, the ten months may be split into up to three stays of three to four months each, spread over up to three years, each alternating with a stay in the student’s country of origin.

Centres are invited to inform Égide immediately of any event liable to delay graduation.

Catatan : Durasi untuk Master adalah sesuai dengan jangka waktu studi. Beasiswa juga bisa diperpanjang untuk kursus bahasa Prancis maksimal setahun. Jadi, kalau kamu memang butuh bahasa Prancis, minta saja ke universitas / grandes ecole untuk kursus. Nanti universitas / grandes ecoles yang akan memperjelas di berkas mereka.

10/ Amount of Eiffel scholarship

The Eiffel (except for preparatory course in French, if applicable) programme does not cover tuition fees, though the higher education centres concerned are invited to apply the best possible financial conditions to Eiffel scholarship-holders.

Enrolment fees at state-run higher education centres are waived for students on French government scholarship programmes such as this.

Master’s courses : Eiffel scholarship-holders on Master’s courses receive a monthly allowance of EUR 1,181. In addition, the programme meets various expenses including return travel, health insurance and cultural activities. Scholarship-holders might also be eligible for additional accommodation allowance.

PhD courses: Eiffel scholarship-holders on PhD courses receive a monthly allowance of EUR 1,400. In addition, the programme meets various expenses including one return trip (single return trip for law and political science students on multiple stays), health insurance and cultural activities. Scholarship-holders might also be eligible for additional accommodation allowance.

Catatan : Silakan hitung sendiri kebutuhan kamu. Jika kamu ambil sekolah yang tuition fee seharga belasan ribuan Euros, tentu saja beasiswa ini masih kurang. Tapi kalau kamu ambil kuliah di public university, dengan beasiswa Eiffel, kamu sudah bisa lebih dari cukup.

If they wish, higher education centres may contact French diplomatic services (cooperation and cultural departments) for assistance in identifying potentially suitable applicants
